AFAIK Frontline gives 50% max level exp. Main Scenario has diminishing returns the higher you are but also has some percentage and so does Leveling. Alliance has marginally better the higher level it is. Which of the four is technically best tho? I mean, is there a "tierlist" for roulettes?

Depends on the build, but generally you want something well rounded early on. Once you start hitting the upper tiers you want to max star everything if you can, but Super Sprint allows you to skip speed and acceleration for the most part
