The requirement is that the seeds you're trying to crossbreed be adjacent to each other in the patch.

The plan was redo pvp entirely so it's more accessible via super simpklified job actions and a 5 minute game mode. That's done so other than the new battle pass system that'll be continuing from the looks of things nothing more to add.

Account wide mounts do take some time to appear on a new character. I recently started on an alt to see the ARR dungeon changes and it took two and a half days for my account bound stuff to appear.
