So you won't even need to bank on plots being unclaimed due to the same FC winning multiples as it stands. And since there's roughly only nine hours left of bidding, I might recommend simply scouring the various wards on your server to see if any of them have plots being ignored.

My speculation is that Square Enix put Zero as one of the participant. The one that works, is simply the lottery that rolls other than zero. That would explain why most of Zero as winning number happens in FC wards, because there weren't much bids in there at the first place, meanwhile on Private Housing, there are decent amount of bids so it's very high chance that real person get it instead of Zero.

But for the winning/lucky number, it actually starts from 0.
So if you are the 10th player out of 10 lottery entries, you will never win because the number 10 does not exist.
The potential winners might be only from 0 to 9.
