However, say you are loading into an area and 5 people in that area are doing the same emote, then those 5 people will look like they are in perfect sync to you

But yes, the reason for this is that flying did not exist in ARR (and wasn't even added to the zones until late in the 5.X patch series), so to make map completion achievements possible it meant that every portion of the revealable map had to be reached on foot.
Once they added flying, it was an easy thing to add map portions that you'd need flying to reveal.
That's also why you just ... get the ability to fly once you beat the ARR campaign.

Also bear in mind that for any content from prior expansions, if you are queueing for a specific dungeon/trial/raid, it is not likely that there are many people also queueing for that specific content, so in all likelihood you will be waiting for the roulette to fill players queueing for random content into a party or alliance for you.
