So I put as low of the settings in-game and even config my pc to accomodate more fps. Still around 17-23 fps. Am I missing something?

Roughly about halfway through each campaign.
So about the -5 dungeons.
The MSQ will also give you HQ versions of the vendor gear as you progress, so if it's your first character you can start swapping your left side out for it as you go, and it should tide you over.
You can manage all the way through each campaign with just Poetics gear. But you may start to feel a bit squishier and a bit more like you're wielding Nerf weapons as you get to the end of each one without upgrading.

Fates are zone-specific, not character-specific. So if you do the two prereqs and then leave, it can spawn in the zone and finish, and you'll have to come back and do the prereqs all over again or hope you get lucky and zone into a place where the prereqs are done.
