Given that the quest is weekly for three completions, I am going to hazard that it means with the daily bonus, but I cannot find definitive commentary one way or another on the subject. I might recommend testing it; worst case you run a leveling dungeon more than once.
I have found that it may not update with leveling dungeons from certain expansions. But you also don't need to do it on the job for that relic weapon (or even have the relic equipped), so if you have low level classes sitting around you might could use those to guarantee an ARR/HW dungeon?
Then again, since you can just straight-up buy the clusters in question for 2k Poetics.....
