You can not as far as I’m aware. I would also highly recommend that you do not macro your combat skills. With very very few exceptions, putting skills on macro has a huge detrimental impact on your damage output.

What you can do is set up a mostly-transparent separate hotbar with the few skills you want to watch on it, dial up the size, make sure they're transparent enough that they don't interfere with your gameplay but visible enough that you can still tell they exist, and set that bar closer to the center of your screen.

Unlike the character creation thing, a server marked as Congested does not change dynamically. It is closed until they update it manually. Which always requires maintenance.
Every server in Aether is Congested so no new characters can be made there or transferred in.

Are there any differences between mounts?
Some mounts allow multiple people (2/4/8) to ride at once, with all mounts having the same movement speed. A partial exception to this rule is the SDS Fenrir, a mount from the Mog Station. The SDS Fenrir acts as if you have the first mount speed boost obtained from completing specific quests in the story, making it a bit faster than other mounts, but only until completing the relevant story quests for that zone.
Can I make my mount faster?
Zones have one or two ranks of mount speed that increase the ground speed of mounts. The first rank comes from completing specific quests in the main scenario quests, with the second rank coming from Riding Maps which are bought with either Allied Seals, Centurio Seals, or Bicolor Gemstones. Mount Speed Boosts do not increase the flying speed of mounts.

Do more dps, better judgement in what to use for healing for every possible situation. 2 weeks ago in fflogs I was 0.9% when I thought I was fine (and I was attacking all the no healing time).
After then I started using Balance opener and I went up to 4%. I want to get better.
I then started using xivanalysis to know what to do better and also watched there some 99% players to learn from them. But I wanna see a video guide to listen more directly opinions on how to be better.
I haven't seen my new logs during last week cause I play in PS4 so I need to wait for someone to record me

Is a good basic thing. If you're parsing like 4% it sounds like
