Flying is unlocked in A Realm Reborn zones simply by completing the level 50 story quest 'The Ultimate Weapon'.

Flying is further unlocked in the expansions through the collecting of a zone's Aether Currents, with every zone having ten 'green' Aether Currents found in the overworld and five 'yellow' Aether Currents obtained through the MSQ and side quests marked with a plus sign. Azys Lla is the only zone to not have any green Aether Currents. You must collect all Aether Currents in a zone to be able to fly.

'Where can I find the green Aether Currents?'

Upon obtaining the Story Quest 'Divine Intervention' you get the Aether Compass, which is a key item you can use to locate the nearest non-quest Aether Current. "Busy" can be a feel thing though, some people think RPR is "busy" because of the fast burst phase in Enshroud, depends on who you ask
Obvioulsy NIN has objectively the most button presses, like MCH etc.

the thing is some jobs (like Monk to my understanding) press buttons consistently fast (2.0 sec GCD) with few OGCDs, while other classes press a lot of buttons in a burst window (I believe Reaper falls under this?) but are less active outside of said window
