I know that for ARR zones you need the riding maps which you can buy from the Hunt Billmaster at your Grand Company HQ, but in reality the 2nd star is worthless since it only affects mount speed on the ground. Once you unlock flying, there is no change in flying speed with the 2nd star

Observe doesn't proc those conditions, but it skips a turn, and you can potentially get good/excellent.
Final Appraisal does not change the item's current condition. It's great for when you have a good/excellent and want to use Intensive Synthesis but don't want to complete the craft yet

Right now, it is simply a bit too low, long term speaking, you shouldn't worry about it
You probably won't be welcomed in speed run group, but those groups never recruit openly with pf anyway
To do simple weekly clears for your weekly loot, it is more important than you know how to play your jobs, than you playing a "good" job
