they used to be skippable a long time ago, but it meant new players had a really bad experience in those, where others would skip, so new players would just get cutscenes back to back to back, as other players would kill everything
hence why it was changed, BUT the rewards were increased, soo slogging through the cutscenes is the price you pay for getting a boatload of tomestones

Loot Rules: Following each weekly reset, every player has a chance to obtain loot from the Savage encounters of the current raid tier. Regardless of if you obtained loot from your weekly clear, you will be barred from rolling on loot from the same encounter until the next weekly reset.

Entering an encounter before clearing the previous floor(s) will relinquish all rewards from previously uncleared floors. (e.g. Entering E12S before clearing E9S for the week will relinquish loot from E9S, E10S, and E11S.) You will lose a chance to earn a book and your chance to roll on any loot that drops that week.
