Most skills check for active buffs at the moment they're used. For instance, for Bard, Iron Jaws resets the duration of the Caustic/Wind dots, and will "snapshot" whatever buffs were up at that moment onto the dot damage for the full duration, regardless of when the buffs themselves expire afterwards.

Queen doesn't snapshot when used. All her skills look at what buffs are being used right then.

So if you mistime her, some of her damage can occur outside buff windows.

That's what selfish means, yeah. MCH is objectively the highest phys-range damage class because the only thing it brings along with it is the Tactician defense buff. It's typically lower than melee dps rankings because, as a ranged class, it can theoretically maintain constant uptime, whereas melee typically cannot.
