only the devs would know what

directx9 is not stable, the devs have said that it isn't properly supported/developed, you should not be using directx9

My Internet is certainly not the best, but the rubberband effect I am accustomed is where both incoming and outgoing traffic was severely delayed. Not only would there be almost a "backup" of incoming data, but there would be an inability for me to do anything because I'd have to wait for the server to receive my outgoing data telling it what button I pressed.
I wasn't trying to ignore the idea that it is an issue with my ISP, or even ignore the idea that there is some sort of issue with my home network.
But there are two reasons that cause me to wonder if there aren't other causes of rubberband effects: One, my inputs are being registered server-side; it's only my client that is experiencing a delay in processing what the server knows to be happening. Two, the ping -t command I've been monitoring in the background reports to me my ISP connection is normal.
It may very well be a network issue of some sort, but I'm just trying to see the problem from a different perspective.

Going from 144 to 36 is definitely a drop in smoothness, but it's for science. And my one dungeon run I just did didn't produce that rubberband effect. Will have to increase my sample size, though.

ping to some arbitrary address, like your ISP, or google, doesn't mean much, since the data takes a different path for each service, it only tells you the common path is good, anything beyond that is unknown
ping to your ISP, only tells you your connection out to the wider internet is good at the start, tells you nothing about beyond that
find the IPs for Ff14 servers, and ping those, they aren't 100%, perfect, but will be a much more realistic test

yeah, you can run multiple versions of the game, but not login to all of them of course
i launch a 2nd version sometimes to try out new character looks, without having to logout
you can use the character creator, because that doesn't count as logging in
