I'm assuming you have one job at 80 and completed the ShB quest Shadowbringers, in which case you probably still need to the Stormblood Ivalice alliance raids in Kugane.
Once you have that completed you also pick up the Save The Queen quests from there with a Level 80 job.

it's not possible with default settings, you will have to do it the other way around, learn to use the same keybinds for all jobs

doing it this way does use a total of six hotbars if you have one that's common across every job, plus one for each role... but you can fit all dps in one bar and remove the "fixer" macro (just make each macro a visibility toggle rather than a timed visibility toggle) and free up two slots for other stuff
