On synced gear:
When gear is item level synced, stats get capped at the stat cap for the synced item level (for substats, this is the higher substat on any HQ, dungeon, or blue gear at that item level). For example, the Bonewicca Ring of Fending has 84 crit (the low stat) and 120 det (the high stat). This means that any ring being synced down to i345 will have 120 of its high stat and the minimum of its low stat amount and 120 of the low stat.
Many pieces of gear are BiS when synced down. The 'low' stat on the higher ilvl gear will reach the stat cap on the lower ilvl gear, which outweighs the melds that you lose in some cases, and in others is only a few points of stats behind. The 515 (Augmented Law's Order) and 535 (Blade's) Relics offer customizable substats, which makes them BiS for all SB and ShB ultimates. 535 Relics will provide 15 more substats in UWU and TEA vs 515 Relics, but no extra benefit in UCoB (as the 515 already caps all 4 stats).
