Yes. Due to the way steam works, they have to give you the code when you place the preorder. Mogstation just doesn't accept that code yet. The non-steam players don't even have that code yet because they'll be sent out closer to release.

But a faster method would be to grab a friend (or a friendly stranger) and use the exploit method if you've unlocked Shadowbringers.
Have your friend play a Level 80 class they're comfortable with and head to Stilltide.
Set your home point to the Aetheryte there as idiotproofing.
Then draw aggro with something like Flying Sardine.
Then have your Level 80 friend kill it.

which is a minigame of using abilities to increase its score
you need ot increase the score by a certain amount to hit the minimum and be able to turn it in
