Most people will go back and do the Extremes later unsynced, partly because they're not in the roulettes, and partly because the difficulty on them is high enough that a random pug group pulled from sprouts queueing and mentors getting dragged in is unlikely to be successful.

Even in PF, you're most likely to find the current expansion's Extreme primals over prior expansions. And when you do find prior expansion primal groups, they're going unsynced as mount or material farms.

The post-expansion ARR primals have a higher clear difficulty compared to the 2.0 primal Extremes.
Ifrit, Garuda, Titan EX are all nominally clearable with minimal effort in DF.
Shiva, Ramuh, and Leviathan the group is more likely to give up than clear.
Odin and Ultima Weapon are just another thing entirely.
