Depending on the job they may not have the latency to double weave. They could have been prioritizing mechanics over dps (I’m certainly guilty of this myself). They might not have been using the right food, they may not have been using potions, they may have been messing up their rotations, they may not have been optimizing, they may not have the best materia, etc.
There are so many potential factors that can impact dps.

Retainers serve as “banks” to store items, while you can store items you want to use for glamour (transmog) in your glamour dresser in any inn
You get two retainers for free which is equivalent to 260 slots I believe, and you also get access to a chocobo saddlebag that you can access anytime outside of an instance, which is another 70 slots I think
