Depends on the person's personality, really. If they prefer support roles, then healing. If they prefer just charging in and swinging a weapon around, then tanking.

Keep in mind that each expansion, the maximum ilevel gear is approximately equivalent to what you'll normally get for two dungeons. It's not until the third dungeon that you'll get upgrades if you're in full Augmented Cryptlurker gear before EW. If you're in lower level gear, you'll just start getting upgrades earlier.

cover can be weaved but it will have to involve selecting a party member. it's niche enough that you probably won't have to use it outside of some content where it might help but it should never be actually compulsory - I still make a point to keep every skill on my hotbar.
