for leveling, you can get away with just replacing your chest and main/offhand weapon every 5-10 levels
that'll give you the largest gathering boost which is the most important for being able to do leves efficiently

What lvl the area/zone is, is roughly what lvl the leves are going to be. so 20-25 would be quarrymill, since thats roughly the levels of the mobs in that zone
