It's a concept called soft-targeting. I'm not sure how it's done on controller, but on PC you can assign the mouse wheel along with various Shift/Ctrl/Alt modifiers to allow you to cycle through things like the Party window

It sounds like your character is in a corrupted state which, if not fixed by a reinstall (which you already did) is something only a GM could fix

Pretty much, but only main story, levelling and alliance give good exp
