what you need to look at is whether its labelled as Congested/Standard/Preferred
if its labelled as "Congested" then it won't open to new character creation and world transfers until SE changes its status

Though you should gain a few levels from doing your job quests first before actually heading there

It definitely matters in non-capped content at 80 when you need to squeeze out every drop of dps you can in savage. But other than that? It’s not very useful.

Some people hit a level gate around level 46-49, but that’s basically it for the most part.
