Stick with Ironworks. At level 55 MSQ you will start getting upgrades. By like level 58 MSQ you can access Idyllshire at which point you can buy Shire gear, which is the Ironworks equivalent for level 60

You need 80/80 minimum to perform a full melee combo
You don't want to cap it as you'll lose mana that could go towards the next melee combo and it means you won't be balanced to get the guaranteed proc on flare/holy
