Not really? You basically get the entire kit at level 50

You could not purchase Weapon Upgrade Items for Cryptlurker weapons before (gear yes, weapon no) - the weapon upgrade only came from Savage.
Now instead you can Augment your Cryptlurker weapons by trading all 3 Nier coins for a weapon upgrade

Sorry in advance if the question seems stupid. But my partner is considering getting FF14 and I wanted to ask some questions on his behalf.
We both live in Japan, and his account (since making a few purchases here) on steam is Japanese (used to be US). We're only going to stay here for one more year. He has yet to buy the game for Steam, and weighing his options whether Steam or Windows will be better.
From what heās told me, he will want to play with friends in the US as well as friends residing in Japan.
Is the game region locked to the location in which you purchased the game?
Will there be any issues if we move to the U.K. or US with him accessing the title?
Will he be able to purchase DLC without any issues after we move back to U.K. or US?
Thatās all the questions Iāve got for now. I wasn't able to find answers to these questions, so I thought to ask you lovely people.

The actual game itself is not region locked, only your account and paying process will be.
If you guys are planning on returning back to the US and have no rush to buy anything from the mogstation, I'd suggest going with whichever region you feel like it'd be easier for you to make payments on. Generally if you are just gonna use a credit card then any region is fine. Also your client's language (such as the title screen), will be considered whatever region's client you bought the game from.
But for example, there are some payment options such as paying at the conbini or WebMoney that are only available in the JP region.

Also the worlds in-game are split into regions: NA, EU, JP, and soon Oceana.
If he wants to play with friends in JP and NA, he'll have to make a character in a JP world/datacenter and one in NA/EU.

xiv is much more story driven so a good chunk of gameplay will be following the story, which admittedl for the most part is cutscenes, fetch quests, and some combat with the ocassional dungeon/boss fight in between while raids are mostly optional stuff you unlock at the end of an expansion
but there is an endgame and people that do it

I used the PC Benchmark to do a limited character creation, which is why I couldn't get a hairstyle to match the character.

static is basically a raiding group, rather than having guilds that run raid groups, you get a group of 8 ppl and do content
can be from any server on your data centre
usually they dont have a name, you just go 'hey want run edens promise, looking for more' or 'want to clear ucob' or whatever else
tho, compared to wow raid leading is less of a thing
you just do callouts for mechanics that generally everyone has to know to clear anyways, and they have pretty obvious tells
