You get access to Rogue/Ninja by reaching level 10 and going to the guild to switch to it; you get access to Dark Knight, Astrologian and Machinist once you progress the main story enough to reach the city of Ishgard (level 50, first expansion content).

BLM isn’t bursty. It has strong spells, but it casts those strong spells consistently. Even when you’re on LL, you’re not going to get burst phases unless you’re Crit build potting. And even then, that’s going to be below melee DPS burst phases.
