yes, do basically all sidequests you see in your starting city until you're lvl 5-7, they give free gear and the main story levels jump up pretty quick in the very beginning
plus a lot of them serve as tutorials for interacting with stuff, handing in items etc

For ARR you get all zones flying after completing the quest "The Ultimate Weapon". For HW zones you have to collect 10 overworld currents and 5 quest-based currents to fly per zone.
