you should be rotating tank buffs during trash pulls, generally using them for TBs is correct against bosses
generally what I'm doing is using a 20/30 at the beginning of a trash pull then reprisal as it ends, then the 20/30 I didn't use on the previous pull at the start of the next

Generally melee use it for bosses. Casters or ranged physical sometimes use it on super large pulls if possible. There are a few mechanics in harder content in which tanks are required to LB if the party is to survive. Healer LB is reserved solely for LB3 as a hail mary if things go south. As for when to use it on bosses, use when you have a large enough opening to do so.

most people are dumb and don't know those items can be bought from a vendor for cheap, so they can sometimes sell for profit on the marketboard.

You still need to be lvl 80 on a given job to start a new relic. As the first stage of the relic weapon is a lvl 80 weapon
But you can enter Bozja at 71, once you have unlocked it
For leveling purposes

Best is a combination of both, Zadnor and 8-man raids drop the items 100%.

Sometimes in raids like Praetorium, you have to fast click an object to then activate it and proceed to next area, but there's a trash pool crowding it and right clicking to activate becomes difficult. Come endwalker, you're going to want a tank, a healer, a ranged, a caster, and a melee, in order to get certain full story things. Even in ShB, there's a 'complete story' quest chain that requires a tank, healer, physical dps, and caster dps.
Doing Arcanist->Scholar and Summoner at the same time will get you towards this, leaving a tank
