generally the highest tier possible, and the materia you slot into the item relies on the natural secondary stats of the item.
As a rule of thumb, the higher numbered secondary stat is already at the stat cap for that item and cannot be melded to have more of that stat.
For the lower secondary stat, you can usually fit in one materia of the same stat at highest tier without overcapping on the stat.

To use the previous tier as an example, it was with the Idealized tank heads from Memoria Misera EX being as good/better than Savage/Augmented Allegory gear, despite being 20 item levels lower.
and the current tier has the Augmented Exarchic ring for healers beating out the Augmented Cryptlurker ring despite being 10 ilvl lower, though healers also have to consider balancing damage with piety

HW jobs are locked to story progression. So while they can be unlocked at level 50, you'll be higher when you clear the story needed to unlock them
SHB jobs require level 60 to unlock.

you can't really do both quick and cheap for crafting

just apply it on the new item, a piece can be used as glamour for multiple items at once.
as for dye, it depends on if you dyed the original item used for the glamour or the glamour itself

click on the drop down menu to change how the roles are sorted for that particular role. and can also go into the role sort settings to adjust how its sorted in the role groups
