All world populations are basically the same and balanced. Population balancing incentives ensure this, and they work well.

Aether is considered to be the most "hardcore" of the NA datacenters from a raiding perspective, but you have to also take into account that it's currently very late in the tier, so statics aren't really doing a lot of "hardcore" progression anymore.

Instanced content like dungeons and raids are queued for cross-server across the whole datacentre, and for open-world content you can world visit to other worlds in the same datacentre, and form crossworld parties with the party finder easily.

If you just want to try raiding, Party Finder should be enough on any datacenter to find a learning party, at least.

The only major things that are limited to your own individual server are free companies (social guilds), selling items on the marketboard, and housing. There are some other minor things like some crafting and gathering content (Firmament, timed gathering nodes) and weddings.
As for datacentres, Aether and Primal are basically the same. Crystal is the unofficial role-playing datacentre, and has a lower percentage of endgame raiders.
Recommend you make a character on a "preferred" server for a 100% exp boost for your first 90 days of play.

Yea, it would just be nicer if I could start with HQ material, especially when I am pushing the limits of what my crafter can make HQ of at their current level. Because then it means I need to upgrade my gear or level my crafter and that starts a whole domino effect of me needing to crafter better gear which means my other crafters need to be able to make that gear and they might have the same issue and so on and so forth till you go mad...
