You can keep T3 procs for movement as well, just make sure you don't waste them.
Use Sharpcast on cd, preferably for T3 procs. But it also works fine for an F1 proc so you get an instant F3 for movement.
Enochian you shouldn't be using at all after your opener if all goes well. Only use it again if you happen to drop it. But that has to be avoided at all cost. (Well... dying would be worse than dropping it I guess)
Triplecast (and swiftcast for that matter) should be used on cd, yes, but you can also delay them for a while for movement

Canât find a source for you right now but itâs been mentioned in the past. The glamour dresser saves server load by not storing any extra info about items stored in it. Only NQ/HQ. It doesnât store materia, repair level or spiritbond, and along those same lines it does not store custom stat attribution, so relic weapons are just ruled out as a category.
When first implemented it didnât store NQ/HQ either, but they changed that after a patch when they made it possible to retrieve items from the dresser (which you couldnât originally do)

Well yes and no? you want to buy some materials and make one of everything for the completion bonus xp for the first like, 20 levels or so and maybe some leves on top of stuff like GC turn ins or beast tribe quests and then when you can do Ishgard restoration that's a very good method of getting xp whilst also not needing to change materials all the time like leves.
The only time I'd really farm mats and quick synth a fuck ton of materials is during that awkward moment before level 20 when vendors stop selling materials you need or if you've been doing gathering and you just have a lot of raw materials so you can just quick synth and sell for more money @leaden ginkgo

Yeah this is why ishgard restoration is nice because one recipe can last for a decent chunk of levels so you need to swap materials less and it's all gathered in the same place while also just giving a nice chunk of xp each ON TOP of you getting a lot of scrips you can trade for cool stuff
If you want to do crafting without restoration then just do leves, it's the next best thing
