In FFXIV, any character is allowed to be all jobs 🙂 joining the guild means you're allowed to pick up a bow and level archer alongside your lancer.
It's a separate leveling track though, you'll start back at lv1

Not necessarily. People delete their accounts, get banned for unrelated reasons, transfer out, etc.
