the initial unlock quest is "Inscrutable Tastes" which unlocks the system as a whole, its unlocked in Ishgard. You'll need to do the quest "Go West, Craftsman" (its in Mor Dhona) to unlock the Idyllshire house of splendors, and then you can do the quest "Arms Wide Open" (in Idyllshire) to unlock the first custom delivery npc, Zhloe.
