Maybe they got it in a previous run. I've seen some groups with BLUs and like one tank or healer. They get the spell for the BLUs and then swap jobs so the others can get the spell.

To be clear, the status I’m referring to is whether they are taking new characters on a given world at the moment, which changes often. The status of whether a world is preferred or not is different and won’t change until the next update

Yeah. The MSQ does give you a ton of xp whether or not you're on a preferred world.

After the first few levels you'll usually be 2-3 levels ahead of the quest. And the story quests lock you out of content - not your character level. So the real benefit from the preferred world comes if you're leveling secondary jobs I think

It has to do with stat distributions. Sometimes higher ilevel gear sets don't have the same stat distributions, so a piece that has (for example) Piety, Determination, Crit, and Spell Speed for one set might have Piety, Determination, Direct Hit, and Spell Speed in a higher ilevel set.
That's why BiS usually doesn't involve having all of a single set of gear, but rather pieces from the highest ilevel sets available.
