Go there to the big building in the middle. One vendor sells Shire weapons and the other sells armour. 2000 poetics won't be enough for everything, so I recommend getting the sword and shield, then chest and legs armor, and then whatever else you can afford after that.

it doesn't really matter imo. you can just fish wherever you like but I suggest doing all the class quests (which usually carry you through leveling mostly) to unlock all the different kinds of fishing
