If you want to level via dungeons, which is viable for healers because of short queue times, just always queue for the highest level "leveling dungeon" available to you.
By which i mean do not queue for lvl 50/60/70 dungeons

the relevant msq is named Sylph-Management. It's entirely likely that you've overleveled considerably from boosted xp - don't worry about it
you're not going to end up in any dungeons as gladiator when you should be paladin, as they will unlock after that msq

BLU is not a hard and fast requirement. It just makes certain types of tome farming more efficient. You can still do the same content with normal groups.
We're talking maybe a difference of about 5 minutes with a solid group.
