Correct. For your roulette you will play as whatever level the dungeon you are sent to. So if it's a level 30 dungeon, you will only have the skills upto 30, and nothing more. Assuming you've unlocked them, and have the proper level yourself.

Correct. The "easy" way to get good gear is always a patch after the savages drop.

there's not really an easy way. What you can do is, you can see if you have a tether pretty early on, whether it's from the debuff or from the tether itself. When you run around the boss, you'll see at least one of the clones when you look to the outside. If it's fire and you're tethered to it then you have fire, otherwise you have holy. And vice versa if the holy one is there instead

What does target filter settings actually do? I've had it disabled all this time and just enabled it, can't see anything changing at all. There is a sword icon next to my hp bar though. Is it a controller thing? I usually just tab or left click on enemy list for offense and left click on party list when healing so I really don't know what the filters do

It's more for people that use a controller or keyboard keys to cycle through potential targets. It lets you change who can be selected while cycling through them based on whether or not your weapon is drawn.

Either Marauder or Arcanist, as those both start in the same city, so you only have to reach level 10 with them (and complete the level 10 job quest) instead of getting to the point in the MSQ where you can travel to other cities.

Dungeon Finder is the random party finder for non-Extreme, non-Savage content. Any story-related group instances you can usually just queue up in DF and get a group (queue times may vary depending on your role though).

Party Finder is the one that takes a little more effort, either finding a group doing the content you want, or making one of your own and waiting for people to find you.
