How about Hagakure? Seems pretty counterintuitive to convert stickers into kenki when the main goal of the SAM is to collect all the stickers. Unless you want to refresh a buff without overwriting the sticker I guess.

When gear is spirit bonded you can extract materia from it to have melded. But yeah, it is mostly meaningless for levelling.

The NA servers all start to be less active around then because it's "off-hours", as late as 3am on the East Coast, so people are likely asleep. The only solution would, as snack suggested, be to try one of the JP datacenters where those times are mid-day instead.

As I said, it's a general network error. It basically means that the data is having trouble finding a working pathway from the FFXIV servers to your computer.
It could be anything from a problem with your router to a problem with a node somewhere along the way.
