If you mean doing savage raids, then yes organizing or joining groups for those is recommended; youll hardly find people DF it, PF a bit more likely
If youre just doing the Normal versions then they're quite active on Duty Finder

520 gear is extremely unrealistic to go for as your first set when you're at 480
Eden's Promise to obtain 510 gear will take you many weeks for a full set, so that also isn't worth it.
Nier raids to get 500 iLvl is definitely an option, but considering Exarchic is better and also obtainable through purchasing it and getting it immediately, it's still the much better option
Don't be afraid of spending money on important things, because you don't use money for much in FFXIV

Let me put it this way, WoW is designed around having random and unique things on gear pieces akin to diablo to encourage loot farming. FFXIV's kits aren't really good at dealing with RNG like elements unless they're supposed to, and even then very few jobs have RNG elements. The gear treadmill is simple due to the complex nature of job kits

you can make multiple characters on multiple data centers (servers) even, so you can have an NA character, and an EU character and swap between them
