i just got to eulmore and the framerate is so bad. I run a 3070 and get 120fps+ in alliance raids on max settings, but in eulmore i get 35-50 only with visible tearing. Is that the case for everybody?

I mean Ninja has his jitsus, Mages have their gauges, tanks have multiple gauges. I'm level 40 with him and so far he has very little mechanics outside some different combo options that help, but aren't be interesting.

For ARR classes, yes. Expansion jobs start at higher levels, but at 28 you haven't met the requirements for those yet. You do keep unlocked stuff though, such as mounts, teleporting, etc. And you get the armoury bonus exp.

Expansion jobs will start at higher levels (30 for HW jobs, 50 for SB, and 60 for ShB), but yeah.
You do need a minimum of completing the ARR MSQ/one job at level 50+ for the expansion jobs though.
