Basically it's Leves > Collectibles > Ishgard (assuming you're ignoring the daily/weekly turn ins)
HQ Leve turn ins give you shit loads of EXP, followed by high tier collectibles and then ishgard
Leves also give you gil, assuming you're not buying a levekit service from someone so you can usually make a decent profit if you craft stuff yourself
Collectibles don't give you gil, but Scrips are also pretty good since you can buy gear and other materials with them

You can't turn in gear for collectibles, you make Rarefied Items which have their own section under Special Recipes
Scrips you can use at the Splendors Vendors located in basically every major city state and endgame hub (except the Crystarium)
since the tomestone vendors also double as scrip vendors for their respective expansion

Well, you can use them to gather materials which are a hassle to grind (like Leather or Previous Expansion Materials if you have a Combat/Gathering retainer respectively)
but honestly those are usually extremely niche cases
