I know the delivery servers were somewhat slower than usual recently, but I don't know if that got fixed or not, so it could take several hours for your mail to appear.
Normally it's less than 30 minutes from purchase though.

Rule of thumb for first class you level is grab a tomestone weapon as soon as you can upon hitting the level caps (50/60/70), and anything else can be dungeon or MSQ gear if you don't want to spend poetics on the rest of the pieces.

The only real weave we have is Dia > Assize

usually want to weave: assize, asylum, thin air, presence of mind, divine benison (tho benison doesn't need to be used but it aligns with dia anyway so may as well throw it out)

Personally, I'll tend to weave specific spells together - so Dia/Assize and Benison/Regen (for tanks) are the pairs I tend to use the most often.
Although I've been known to weave a Rapture/Assize from time to time.

Black Mage has a two-cycle rotation. Their fire rotation is where most of their damage happens with MP expensive spells (compared to SMN/RDM), and the ice rotation is where they quickly regenerate all that MP back

I think GNB has higher DPS from what I heard, well the skills are different ofc since they are different jobs, you will only have to chose witch one you like, you can try to look for vids on the jobs and see if you like it
