White Mage is the easiest healer to learn. Scholar has a few finer details that take some time to learn. However, Scholar has the distinction of being one half of the only split job in the game. Leveling Scholar also levels Summoner as both share the Arcanist base.

That's a highly subjective question but I'll offer my opinion. Dragoon is the most rigid of all. It barely ever changes. But because of that, it's pretty easy to learn. Monk is. yeah, what Channy said. Positional based and fast. Samurai is on par with Monk in terms of execution. Ninja is somewhat complicated, comparatively, but very satisfying once you get everything lined up just right.
