in ARR, quest reward gear is normal-quality craftable gear. Equivalent high-quality crafted gear is superior
at level 50, quest reward gear is some intermediate tomestone gear, and the best gear is purchased with Tomestones of Poetics.
in the expansions, quest reward gear is high-quality so it's identical to the best crafted gear at same level.
At level 60 and 70 it's the same deal as at 50
and at 80, the best gear comes from raids and tomestones
but the highest current high-quality crafted gear is a good stepping stone on your way to getting the best stuff.

Crafted gear is relevant in the first few weeks of a new raid tier, where progression groups want the new crafted gear to get their ilvl up quick while they gradually work towards the better gear that's locked behind weekly caps
important for people racing for world first etc.
That's when crafters can make their big money.
Crafters also make a lot of money off the newest furniture, glamours etc. when they come out

cure/benefic 1 generally use when you're low lvl and don't have access to lucid dreaming because it heals for enough in those dungeons that you generally don't need their 2 counter parts
once you get higher enough in lvl, have access to lucid/other mana regen stuff, you generally will use cure/benefic 2 if you have to gcd heal and your other, stronger heals are on cd
