These dungeons are the climax of the ARR stuff and unfortunately they were designed with cutscene woven in between the fights
As we got more and more players who have done these dungeons but was match made into them to help out new players to clear
A decision was eventually made to never allow cutscene skipping so new players can actually watch cutscene and do the boss fight.
