@karmic dirge weapons at cap need abit more effort. You get the relic weapon (highly adviced) if you have done the lv70 24mans then you do the quest Hail to the Queen in kugane. Otherwise you can just buy neo ishgardian. Alternatively the longer way is to go do Eden Raids and do Eden 4 to get 4 blades of antique and 1k phastmagoria to get a i460 weapon
