'When can I get my first mount?'

The quest that allows you to use mounts, 'My Little Chocobo' is unlocked by completing the level 20 main story quest 'The Company You Keep'. The quest is located at the Grand Company base you chose and you'll need to buy the Chocobo Issuance from your Grand Company Quartermaster. You can get the 200 needed Grand Company seals by doing the main story quest that comes after 'The Company You Keep'.

'Are there any differences between mounts?'

Besides looks, all mounts are the same speed along with being able to fly in the expansion zones. Some mounts allow multiple people to ride at once.

'Can I make my mount faster?'

Zones have one or two ranks of mount speed that increase the ground speed of mounts. The first rank comes from completing specific quests in the main scenario quests, with the second rank coming from Riding Maps which are bought with either Allied Seals, Centurio Seals, or Bicolor Gemstones. Mount Speed Boosts do not increase the flying speed of mounts.

The relic weapons are upgradable.

By the end of the expansion, they're typically on-par with the weapons available from Savage raiding, although they trail a bit until that point.

490 is better but barely. It's impossible to get higher than 490 without running Savage right now.
The 490 one also takes a lot of time to get, requiring 7 weekly drops from Eden's Verse Refulgence and 1000 Allegory (which you're locked to 450 a week)

And yes, relic weapons get upgraded as patches go on.

An NPC might have 2 or more quests and that's why you don't see them

Some NPCs literally don't show up sometimes as well

But otherwise you really don't need to buy gear while you're leveling.
