Previous expansion relics are strictly only for glamour/transmog since you can get weapons nearly as good as their final stage for a handful of poetics.

I assume you meant Retrieve Materia. It’s not always successful. I think success rate depends on a few factors but mostly what level the Materia is—VIII is harder to retrieve than V for example.
I think whether or not the item is Soulbound may effect retrieval rate as well.

Drop rate for what specifically? The mount has something like a <10% drop rate, while the other items on the loot table have significantly higher drop rates. You'll always get something from an EX clear, it just won't necessarily be the something you're looking for.
