The highest level dungeon available to you will almost always give you the most exp for your time

When you get at least 2 dungeons unlocked, you get something called levelling roulette. It gives you a random dungeon, and gives you a huge xp boost if you do it, but only works once a day. Doing that plus the main story quests will usually be enough to keep your level high enough, depending on how fast you're going through it
If you're levelling an alt job later on, you'll get bonus xp until you catch up to your highest level job as well, so levelling different jobs is a good bit faster than your first job

Though with that being said, unless you're benefitting from a sale there's not much reason to immediately get Shadowbringers, unless you want to start as an expansion race or try Red Mage/Samurai right when you hit 50.

Up to you. The rogue's guild is in Limsa Lominsa, near the Fisherman's Guild (that's the closest aethernet point) if you want to do that.
As long as you have the ability (unlocked through the MSQ) to travel to the other main cities, and have completed your level 10 Pugilist job quest, you will be eligible to change to whatever job you want.

@lime sphinx my recommendation is definitely just use that xp as a cushion. by the time you're in the mid-70s, MSQ exp won't be enough anymore and you'll be a few million short of continuing the quest line, and the number will double every level or something like that.
