The value of an extra GCD is difficult to quantify. For these reasons, I don't like to suggest melding Skill Speed unless you have an explicit reason to do so (which includes personal preference).
Anything in the 2.38-2.45 range is very playable for Paladin with minimal changes to buff timings. Pick the tier you like based on play experience in the available content and meld accordingly.

the links provided there are BiS sets comprised of a mixture of augmented tome and savage gear, to give the best output
short of BiS in particular it's hard to give any sort of "priority" that has much meaning, since it will depend on how much of each stat you have, where the tiers are, and even what comp you're in can be relevant to choosing one stat over another, one meld over another
it also generally won't make for a huge difference for what you meld anyways short of BiS, especially if you're looking to replace some pieces of gear with better ones which could easily throw any sort of priority off that you had before

at some pint you'll be able to unlock every skill in every tree. the healing tree is probably the most useful as it makes solo content much easier (and lets you do things like solo boss FATEs as a DPS)

since there are no DPS checks in any content you can use your chocobo for, and a lot of jobs suffer for lack of self-healing in a lot of situations, IMO it's worth it to push healer to max. You also get a bading for maxing the healer tree

I would say if you're struggling, use noct. Diurn is for when you're breezing through and just slap a HoT on the tank to keep them from complaining as you DPS. Just did the 61 dungeon in diurn and tank suggested I switch to noct after we wiped because they pulled an Averne and ran out of heal range. Did the rest of the DG with no issue.

@smoky glade To unlock the hunt boards, you need to reach 2nd Lt rank in your GC then do a short quest in the GC headquarters. Once you do that, go to the Forgotten Knight in Ishard to unlock that hunt board and begin earning Centurio seals.

also by "critical healing/shielding" I didn't mean like, critical hit or anything. But like, shielding otherwise lethal damage/healing from extremely low HP. But that's not really a thing anymore outside of older content

Once you switch GCs, you have to wait 15 days before changing again. Up to you if you want to grind up to your old rank but the means to do so are open again. It would probably be faster to rank up in your current than to wait for the cool down that allows you go to back to your old.
