Depends on how good your case is at keeping dander and dust out. If you have a modern case where it's those pull out micromesh cover sleeves, just look to if/when they get clogged with stuff.
They generally do a very good job of keeping most stuff out. I only really clean the inside like once every year or two. The filters like every 6 months.

the 4060 is not worth the money. especially with the very slow 8gb vram, there are just much better alternatives at this price range
don't really have a max budget tbh, i knew this was gonna cost a lot. pc is for gaming mostly with a bit of light 3D modelling thrown in. monitor is 1920x1080 but i'll probably get a new one eventually, just gotta decide which 'cause i've got pretty limited space.
if you are able to wait 1-2 months, i would recommend waiting with the purchase, because nvidia is about to announce the new generation of cards which usually leads to pricedrops in current cards and more cards on the used market

well, ironically the 3060 is faster 
but not worth it anymore either. i would either look for a 7600xt or check the used market like ebay and whatever else you got in the UK for 6700xt/6750xt or 6800xt cards.
but keep in mind that the 5000 series may surprise us in performance or make other cards like the 4070 cheaper.

Hell, I'd say 16 GB is still serviceable if you were going for a 1080p gaming/work system.
I'm rocking a Ryzen 7 5800X3D and a Radeon 6750 XT, I've dabbled in stuff like Blender (had 16 GB of Ram ATP) and it's worked perfectly fine for me

It's been interesting adjusting to having my taskbar turned off. I did it as a way to further protect against burn in on the new OLED monitor and thought it'd be annoying to deal with at first but like

Any notifications I get makes the thing pop up, so I dont miss anything. And its easy enough to remember to just move the mouse to the bottom of the screen if I need to click on something on the taskbar.

Unlikely, the last couple generations ahve had all power settings locked in the vbios with very tight signing.
There's likely to be some overhead for OEM's who are willing to ask for 2x12 pins, but that's going to be from the factory OC's, but that's alot of wattage to dissipate.
2x12's means you need a nominal 1200w supply /just/ for the GPU, nothing else.

I'd consider it, mostly because the 5080 is a little light if I really ran my rig at full power.
CP77 with path tracing runs fine as long as I use DLSS
and that's pretty much the worst thing I can throw at it
16gb of vram is a little low for running 3 4k's at high framerates.
I'd also prefer the 512 bit memory bus to get the vram speedup.

that news about the 5070 is good though, if it is really comparable to a 4090 then it's probably a good high end GPU
It's alot better these days because we've moved away from the "oh, I can write my own engine".
The 5070 is likely a little low for 4k work compared to a 4090 just due to 12gb vram vs 24gb.
That being said, I'd be surprised if you noticed it unless you're doing multiple 4k's or really slamming it hard with games that understand how to use vram properly.

Cycle up on the cuda cores, classically, nvidia does amazing work optimizing them, clock rates on the 5070 OEM are nearly the speed of the 4080 OEM. The biggest thing limiting it will be the 192 bit memory bus.
That being said, gddr7 vs gddr6 may make up for more of that than expected just due to the absurd clockrates.
