yeah, the first pciex16 slot will be forced to x8 if the second m.2 slot is occupied.

i personally would suggest you stretch the budget a little and get a bigger SSD for your m.2 slot instead, because sata SSDs really have become pricier than m.2 now, not to mention that they are also slower.
you can get a decent 1tb SSD for 50$ now and a decent 2tb at 99$ already.
